The European Association for the Education of Adults (EAEA) has launched its updated Manifesto for Adult Learning in the 21st Century: The Power and Joy of Learning. This essential document highlights the transformative impact of adult learning and education (ALE) in shaping lives and building resilient societies across Europe.

With contributions from 120 members across 43 European countries, the manifesto envisions a “Learning Europe”—a society equipped with the necessary skills, knowledge, and competencies to tackle contemporary challenges effectively.

Why Adult Learning Matters More Than Ever

The manifesto outlines nine key European challenges that adult learning directly addresses:

1. Peace and Democracy

Adult learning fosters active citizenship and offers safe spaces for dialogue, reconciliation, and cross-border cooperation.

2. Environmental Sustainability and Green Transition

By promoting sustainability awareness and skills, ALE supports innovative projects and eco-friendly lifestyles that drive the green transition.

3. Well-being and Resilience

Studies confirm that adult education enhances confidence and self-efficacy, empowering individuals to take charge of their lives and well-being.

4. Life Skills

From literacy and numeracy to financial, health, and digital literacy, ALE provides essential skills for everyday life and future adaptability.

5. Inclusion, Empowerment, and Social Justice

ALE promotes diversity, equity, and social justice by offering education opportunities to disadvantaged individuals, improving their quality of life.

6. Employment and Work

A skilled workforce is more innovative and productive. ALE bridges skill gaps enhances employability, and supports career transitions.

7. Digitalisation

As digital competence becomes a necessity, ALE helps close the digital divide, ensuring equal opportunities for participation in the digital world.

8. Demographic Change and Migration

ALE plays a crucial role in active ageing and supports migrants and asylum-seekers by providing accessible learning opportunities.

9. European & International Policies

From employment to climate change, ALE aligns with major European and global strategies, reinforcing policies on growth, innovation, and social cohesion.
